Your Syslog Viewer is showing no messages. There is also a View -> Search Messages option to search the Syslog history. As per your rules, you are not discarding any of the logs. If Wireshark shows packets hitting the interface but SolarWinds Syslog is not showing any current or historical messages, could it be that the Windows firewall is enabled on the NCM server?
