The test button in orion normally does not test the logic of the alerts but the triggered actions. The best thing to do is to cut your critera down to the bare minimum and see if it triggers an action. Also if you setup Alert Suppressions you need to remove everything in there to see if something in there is telling it to ignore the trigger condition. Time of day settings can also get you into trouble if you set specific hours the alert is active.
